A Drinking Water State Revolving Fund is the Fund provides capitalization grants to states to develop drinking water revolving loan funds to help finance system infrastructure improvements, assure source-water protection, enhance operation and management of drinking-water systems, and otherwise promote local water-system compliance and protection of public health.
