A Cost Sharing is a publicly financed program through which society, as a beneficiary of Environmental protection, shares part of the cost of pollution control with those who must actually install the controls.

A Cost-Effective Alternative is an alternative control or corrective method identified after analysis as being the best available in terms of reliability, performance, and cost.

A Cost/Benefit Analysis is a quantitative evaluation of the costs which would have incurred by implementing an Environmental regulation versus the overall benefits to society of the proposed action.

A Cover is Overhanging or instream structures (such as tree roots, undercut streambanks, or boulders) that offer protection from predators, shelter from strong currents, and/or shading.

A Cover Crop provides temporary Protection for delicate seedlings and/or provides a Cover canopy for seasonal soil Protection and improvement between normal crop production periods.

A Cover Material is Soil used to Cover compacted solid waste in a sanitary landfill.

A Coverall is a brand name, but commonly referring to any of a group of hoop type barns with opaque or mylar fabric covers over a tubular steel frame.
